Abstract
This paper discusses the role of international scientific conferences in the field of Foreign Affairs. The specific analysis of the III Latin American Conference clearly shows Brazilian Government’s craving to change the Conference into an instrument of geopolitics and propaganda. Meanwhile, the author investigates the dispute about both the existing symbols defining the meaning of the continent of South America: Latin Americanism which elucidates the III Congress it self, and Pan-Americanism of North American inspiration. In the early XX Century, in line with this piece of reasoning, the Brazilian State Department’s esteem goes to the North American Brazil’s symbol instead of the Latin American one.
