Possibilidades e limites da gestão do setor de saneamento no Recife durante o governo do PT (2001-2012)

This research examined the trajectory of the governments of the Partido dos Trabalhadores (PT) in the city of Recife specifically in the field of sanitation services in the period 2001-2012. We evaluated the municipal sanitation policy in that period, based on the ideal model of governing PT, through four different categories of analysis: political-institutional, financial, planning and social participation. We identified management tools by the municipal entity in the sector, characterized the relationship established between institutional stakeholders in the management of services in town, we analyzed the pattern of social participation sanitation sector, and finally were evaluated investment did during the 12 years of management PT sanitation. From the predominant features a scope trace was found of sanitation policy in its particularity in sub-periods relating to individual governments and in its entirety goverment. As a result, there has been the implementation of a new conceptual approach to the services in the city but was incapable to expand the service coverage and service to the population as well as the permanence of the management structures (pre) existing, low levels annual investment in the sector and the implementation of a model of social participation corporative community ineffective in controlling municipal sanitation policy. Therefore, the results obtained indicate that the municipal sanitation policy based onideal model of governing PT, features of progressive initially started having features conservative, contributing little to change the existing management model planasiano and to reduce social inequalities in the city.
